I used "top end" Logitech Mice (e.g. $80, $99) and lately they had been acting very erratic and jumpy for me. This went on for several months. I tried a mouse pad, shaking the mouse, unplugging the mouse dongle, turning it off and on, switching to bluetooth mode, new drivers, etc. Nothing helped at all.
I finally googled "logitech mouse jumping" and you get many possible solutions.
#1 - Makes sense, but didn't try.
Put the USB dongle (if used) on an extender farther from the laptop to reduce interference.
(I didn't try this but it seemed reasonable.)

#2 - This seemed to help, at least tonight.
Go to Windows 10, Mouse Properties, Pointer Options, and disable "Enhance pointer precision" checkbox.
For some reason, this made the mouse 90% less jumpy instantly.
I don't know if this will 'stay fixed" but it helped a very annoying problem x multiple months. Very annoying having top end fancy $99 mouse and it jumps or skips.
